Unfortunetely, syslinux is an x86-only package. To build some of the required components such as pxelinux.0 you would need an x86 cross-compiler to build them on ARM, and other parts of it aren't applicable on ARM, e.g. BIOS initialized boot-loader for optical discs.

What you can do, however, is grab the x86 syslinux package and get the required files from that (e.g. pxelinux.0, mboot.c32) to put on your ARM dhcp/tftp server.
