It could be a number of things. Have you loaded a policy? What do you
get from:
semodule -l
semodule: SELinux policy is not managed or store cannot be accessed.
If you touch /.autorelabel and reboot that might fix it.

Fortunately, I only got 2" of water in my basement from the rains here
in the Detroit area. So little work this evening as it is back to the
