If you mean the website - plans, yes. But the priority of that is below things like getting RSEL7 released.

Absolutely. That is the key purpose of it.

For example, I have
built the software needed to run the Adafruit 16x2 character LCD
plate.  It works fine now, but it's a bit complicated to set up in
RSEL due to the fact that there are packages that need to be obtained
from their sources.  I think the wiki would be a good place for that
sort of thing.  What is the consensus here?

It doesn't sound like particularly distro-centric relative to other "this is how to get RedSleeve running on board X", but if you think it might be useful to someone, I'm sure we can spare a wiki page for it.
