That's a server limit, not a roundcube limit.
Look at upload_max_filesize and post_max_size properties on php.ini file.

I have run up against the php memory limit, ie. 20 megs wasn't
enough when reading a 2 meg attachment. And you can raise that limit in
php.ini.
