There's not installer nor a make file because the archive just contains
PHP scripts and no binaries that have to be installed locally.

Make sure you move all files from the package into a folder that is
located somewhere in the document root of your apache installation. If
you decompress the package on your desktop, apache does not know
anything about it. Also rename the default config files as described in
the INSTALL file and change the config parameters according to your
local environment.
