Alternately, I was able to set things in php.ini:
date.timezone = "America/New_York"
With Roundcube set back to 'auto':
$rcmail_config['timezone'] = 'auto';
$rcmail_config['dst_active'] = (bool)date('I');
And it is now picking up the correct timezone for new users, without
them having to manually configure it.
