I don't know a great deal about plugins I'm afraid, but
as an alternative to using plugins, have you looked at using Alternative
Config files. Its designed for allowing alternative configs based on
domain, but I would think you could also use it based on username as you
have access to that via $username (and maybe other criteria as well) .
