You are looking for Suggests: or Supplements: (as implemented in SuSE).
Unfortunately, there's no consensus on how to add to *.rpm, and
there's Yet Another implementation pending that was missed in rpm.org
rpm-4.6.0 but
may occur in rpm-4.8.0. Not gonna hold my breath ...
FWIW, rpm-4.4.3 and later has had Suggests: for years, noone uses.
