I think because the 1.2.28 version is broken, it should be removed from the repo. Remember this problem isn't just happening to me, others have experienced it and asked about it in other (non-rpmforge related) mailing lists. Unfortunately in my case I was forced to delete the rpmforge rpm's (because php-rrdtool doesn't seem to be available for 1.2.23) and just use the epel repo to install: rrdtool, rrdtool-perl, rrdtool-php which is 1.2.27 and works perfectly.
