You mean like --skip-broken does on CentOS 5?

Is that plugin available for CentOS 4 as well? Could it maybe be made
available in either RPMforge or, better yet, CentOS Extras?

That plugin is available in RHN on the RHEL5 base channels. I'm not sure why... the command appears to already be available in yum even without the plugin.
