This is clearly not desired, and I couldn't reproduce it either. However, strongSwan does mangle its private routing table/rule, maybe this has some influence. You might want to change the routing table setup function manage_rule() in kernel_netlink_net.c, or disable the setup of an additional routing table by setting charon.routing_table = 0 in strongswan.conf.
