You can't push arbitrary routes to the client. Instead, you can use leftsubnet/rightsubnet options to define which traffic to include in the tunnel. In IKEv2, the server can narrow down the negotiated subnets, allowing it to actually "define" what the tunnel is used for. The client will route the negotiated traffic selectors through the gateway.
