I have a java process on a server that tries to connect to a remote host. When 
the tunnel to the remote host is established then it comes up quickly.

When tunnel has been configured on server running the java process but the 
remote host is not running strongswan (this is a test case), then the java 
process tends to simply wait on connecting to the remote host.

Ideally I would like it to timeout, are there some settings at the tcp params 
level that would help make the java process realize it time to call quits.
