I think you can set the path when you use "configure" with following options:

--with-strongswan-conf=FILE

set the strongswan.conf file location [ SYSCONFDIR/strongswan.conf ].

"ipsec start" command calls starter and in brings up charon daemon (in
versions newer than 4.5.0 I think).
