We think that a strongSwan iOS App would be of great value, but as you said, access to that private API is required. According to [1], getting access to the VPN API is difficult and not open to everyone. But if you have some connections to Apple, feel free to recommend us. [1] also mentions the utun driver that seems to get used. I did some experiments on OS X [2] and technically it should be no problem to use that interface.
