The problem is fixed with [1]. Without that patch all .deb files found
on download.strongswan.org were downloaded. Some of these, that were
recently uploaded, are for Ubuntu not for the Debian system used for the
test environment, which caused the package installation in the chroot to
fail due to unresolved dependencies.
