Strongswan's dhcp plugin sends out the DHCPDISCOVER at 10:48:07. dnsmasq seems to wake up somehow (there is a log file entry), but at 10:48:10 it finally recognizes the DHCPDISCOVER messages and answers with a DHCPOFFER. Regards Harri
