nexus is GPL. is that open source enough for you ;-)
nexus pro is the non open source version of nexus (dual license)

Follow the instructions to setup a manual instance.
Modify the default properties file in the maven-proxy directory..

Run the startProxy.bat file and verify startup

Clean out your local .m2 repository
