Thanks, I will try the nexus list to see if there is a work-around. The 
download index
option is initially enabled. Since the remote index is broken, I tried 
disabling that
to see if a local index would be built up instead. No luck. 

But, it's an admin problem for the repository.apache.org maintainers. The 
problem
is easy to see just by browsing 
https://repository.apache.org/index.html#view-repositories;snapshots-group
and comparing the artifacts in the "Browse Storage" tab versus the "Browse 
Index" tab.

So, I'm curious who to contact over at apache that is responsible for the 
server.
