In my example, users still have to be able to configure all aspects of the (Surefire) plugin themselves. Only a few settings will afterwards be "enhanced". Is there really no way to configure (parts of) a plugin dynamically in Maven 3? This would mean that my testing framework (http://spockframework.org) won't be able to offer some features for Maven 3 builds that it already offers today for Ant, Maven 2, and Gradle builds.
