the goal I'm trying to execute is in another plugin and not from another project.

To execute a goal on another project, you can use the reactor or <maven:maven /> tag (the latter is for a single project).
Note that you are executing a goal -on- another project, not a goal from that project on your own.
If you nede to share goals among projects in a reusable way, you should be building your own plugin.
