This is not something Maven can really help with or a bug in Maven so opening a bug in Maven is not likely to change the situation. You need to find out what character sequence is required in your shell to "escape" the & character so that it is passed properly to Maven. Or, perhaps more easily, just change the password and avoid such characters in the next one you generate.
