plugin project.xml

I'm working on a plugin loosely based on the tasklist-plugin.  All of 
the plugin project.xml files I have looked at extend this one:

 <extend>../plugin-parent/project.xml</extend>
but I don't seem to have that anywhere.  Should I?  Can someone point 
me in the right direction?
