You can define a plugin dependency in your POM.
For example :
<dependency>
<groupId>statcvs</groupId>
<artifactId>maven-statcvs-plugin</artifactId>
<version>2.5</version>
<type>plugin</type>
<url>http://statcvs-xml.berlios.de/maven-plugin/</url>
<properties/>
</dependency>
