It looks like it tags it, but it does not make it a branch.

I tested this by doing a prepare-release and gave it a tag name. When I
checked out that tag from cvs and tried to edit a file in that revision
and then check it back into cvs, I got the following message:

cvs commit: sticky tag `juan-test-tag-30' for file
`uaigwebsite/project.xml' is not a branch

So unless I am missing something, it is making the tag sticky - at least
in my case

The name is certainly misleading when used outside of perform-release
