Well which is it? The way the user guide reads maven always downloads SNAPSHOT 
regardless if the local one is younger (compiled more recently therefore 
younger in age) and in order to prevent this you must build offline.  This is 
in direct conflict with your second sentence that if the local snapshots are 
newer (compiled more recently therefore younger in age) they are not downloaded.

The documentation (typos included) is correct. If the the snapshots
locally are newer, they are not downloaded.
