I was running into the same problem.. If I delete my .maven file and regenerate the cache it works after a few try.. You might want to try it.

You have not said what version of Maven, java, and OS you are using. I am running into the problem using Maven 1.0, Java 1.4.2 on True64 Unix (Alpha machines).
