I was running into the same problem.. If I delete my .maven file and
regenerate the cache it works after a few try.. You might want to try it.

No solution because I've just hit the same problem!

You have not said what version of Maven, java, and OS you are using.

I am running into the problem using Maven 1.0, Java 1.4.2 on True64 Unix 
(Alpha machines). Maven works fine in one account but in another I get 
the same problem.
