I think Cargo could be integrated as well. 

The current weblogic plugin has the following features:

- deploy / redeploy / undeploy app
- start / stop app
- list apps
- shutdown server
- ejbc / appc integration

So it focuses on services in a running server.  
Cargo's goal is to start/stop/configure(?) a server. 

Somewhat perfect fit, right?
