Sure, you can load property files with the <ant:property file="somefile"/>
Wether it is dysfunctional or not is a subjective question. You need to do what you feel is best for your organization. I actually tried that approach and found it was awkward to maintain. Turned out for us, the default values in <project>/project.properties would cover most of the developer's needs.
