I went and looked for examples of docs for the FAQs and finally figured out 
that you have to have a "xxx.fml" file rather than an "xxx.xml" file to make 
the faq plugin happy. It just didn't really seem to indicate this on the faq 
plugin site. I cracked open the plugin and noticed the **/*.fml include.

So for everyone who had the same trouble, rename the xml files with your 
FAQs in them to fml files.
