I was looking at the wrong thing.  I was trying to use the scm plugin to
checkout the code, which wasn't working.  It's the scm plugin docs that
are off from reality.  Using the building-from-source document, I was
able to checkout the code and build the changelog plugin just fine.

Shows the SVN instructions for plugins (no need to bootstrap if you are
just installing one plugin however).

If the work looks significant, bear in mind that there are plans to redo
the changelog plugin using maven-scm
(http://svn.apache.org/repos/asf/maven/scm/trunk), probably within the
next month...
