The users file maps CVS user names to valid email addresses. It is not required (unless the emails CruiseControl generates will be wrong). Since you say your emails have been working in the past, I would think that this wouldn't be a problem now (you were probably getting the warning message before). However, if you do have a CVSROOT/users file (look for it in your CVS repository), then something *is* wrong, because CruiseControl isn't able to access it anymore.
