I maybe wrong but I think for the client jars to be included in the ejb jar, you should configure your ejb plugin to do so like:

....
 <plugins>
   ....
       <plugin>
           <groupId>org.apache.maven.plugins</groupId>
           <artifactId>maven-plugin-parent</artifactId>
           <configuration>
               <generateClient>true</generateClient>
           </configuration>
       </plugin>
   ....
   </plugins>

By default, <generateClient> is false.
