I did manage to find this. Google to the rescue - <http:// www.apache.org/dev/version-control.html> has a link to the repository root.
It looks like you can get to this page from the maven site under "Developers: Apache Resources" -> "Developer Resources" -> "Version Control FAQ". That's not where I thought to look, though. I'd still like a link from <http://maven.apache.org/cvs-usage.html>.
