I've been using this, and validating parsers have accepted it. I believe
that I found this on either the users list or the Maven Jira at CodeHaus

<project xmlns="http://maven.apache.org/POM/3.0.0";
   xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance";
   xsi:schemaLocation="http://maven.apache.org/POM/3.0.0
http://maven.apache.org/maven-v3_0_0.xsd";>
