       <attainGoal name="clean"/>

<maven:set plugin="maven-test-plugin" property="maven.test.skip" value="true"/>

       <attainGoal name="multi:build" />

<maven:set plugin="maven-test-plugin" property="maven.test.skip" value="false"/>

       <attainGoal name="multi:site" />

   </goal>

it still didn't work. Any more ideas? :)

Did you try something like

<maven:set plugin="maven-test-plugin" property="maven.test.skip" value="true"/>
instead of
<j:set var="trueValue" value="true" />

${pom.getPluginContext('maven-test-plugin').setVariable('maven.test.skip
',trueValue)}

or just :
<j:set var="maven.test.skip" value="true"/>

-Dmaven.test.skip=true on the command line or putting it in a properties
file.
