Success here also with an XML file.
~ ./src/main/webapp/WEB-INF
~ +-- web.xml
~ +-- test.xml
results into :
~ ./target/artifactId-version/WEB-INF
~ +-- web.xml
~ +-- test.xml
Which version of Maven are you using ?
Also, you said you were using "Main / src / webapp", didn't you mean "src /
main / webapp" ?
