OK, You're saying the build poms are the same as the poms in ibiblio. Does <optional>true</optional> mean that I don't need them at runtime, but if <scope>compile</scope> they will be included for the build?
I can see the following scenario: If I need jar "A" to build a project resulting in jar "B", then shouldn't need jar "A" to use classes in jar "B" if the classes in jar "B" are not referencing classes in jar "A".
