All right, this did the trick.  Sorry about that:

mvn install:install-file -DartifactId=jt400-full -Dversion=4.8.0
-DgroupId=com.ibm.as400 -Dfile=jt400-full-4.8.0.jar -Dpackaging=jar

Lesson for today:  don't tinker directly with the repository ;)
