What I did exactly is as follows:-
I set up my proxy:-
<proxy>
<id>link</id>
<active>true</active>
<protocol>http</protocol>
<username>rbrown</username>
<password>*******</password>
<host>ourproxy.link.co.uk</host>
<port>8080</port>
<nonProxyHosts>link.co.uk</nonProxyHosts>
</proxy>
I added a profile that pointed to a local machine on my network that has
no repository on it:-
<profile>
<id>LinkDev</id>
<repositories>
<repository>
<id>LinkRepos</id>
<name>Repository for LINK builds</name>
<url>http://myrepomachine.link.co.uk/maven-repos/</url>
<layout>default</layout>
</repository>
</repositories>
</profile>
I activated the profile:-
<activeProfiles>
<activeProfile>LinkDev</activeProfile>
</activeProfiles>
I ran mvn -X -U compile and magically it worked.
That is all I did so I'm not sure why it worked. Before I created the
profile and activated I tried "mvn -U -X compile" and had no joy so if
anyone can explain why this worked I'd be grateful to hear it.

I have ran into the same problem as you, and I also tried to add some
mirrors in the setting.xml, but no success. Does your settings file look
something like mine?
