Not sure.
Only maven-plugin-plugin 1.7-SNAPSHOT is required
You can get it with 
maven plugin:download -DartifactId=maven-plugin-plugin -DgroupId=maven 
-Dversion=1.7-SNAPSHOT
-Dmaven.repo.remote=http://cvs.apache.org/repository

As I noticed it in the plugin-plugin homepage [1] the requirement of maven 1.1 
and the artifact plugin 1.7 is only if you create
plugins.
