I tested your scm url with cvs provider and it's ok. Note that my test was with maven-scm
1.0-beta-2-SNAPSHOT instead of 1.0-alpha-2 use by your release plugin.
You can perhaps try release plugin from svn.
Why do you have '/' at the begin of your module name?
