I am very confused regarding these repositories

I just did a comparison for both, they are very similar, but
hosting more or less plugins!!!
followings are only found in /maven2/org/apache/maven/plugins but
NOT in /maven2/org/apache/maven
* maven-commons-attrib
* maven-jpox-plugin
* maven-plexus-plugin
* maven-report-parent
followings are only found in /maven2/org/apache/maven but NOT in /
maven2/org/apache/maven/plugins
* maven-antrun-plugin
* maven-ear-plugin
* maven-rar-plugin
* maven-repository-plu..
and worse the versioning found in both repository are NOT in sync ,
e.g. maven-jar-plugin
1) http://www.ibiblio.org/maven2/org/apache/maven/plugins/maven-jar-
plugin/2.0-rc1/ (latest version)
2) http://www.ibiblio.org/maven2/plugins/org/apache/maven/plugins/
maven-jar-plugin/2.0-alpha-3/ (latest version)
