I have found a solution to the problem now but would appreciate it if someone could tell me why this is:
If I rename the maven-metadata-central.xml to maven-metadata.xml, it gets picked up and the plugins get downloaded. It still works the same way in that I have to copy the org repository to my local repository to get it to work. Once I have done that, it happily uses either a repository/pluginRepository defined in the POM or the mirror of central defined in settings.
