The released version of the eclipse plugin only supports WTP R7. Wtp 1.0 support has been added recently (not released yet) but there is a bug WTP 1.0 so that external dependencies are not working at all, see: https://bugs.eclipse.org/bugs/show_bug.cgi?id=116783 As a workaround, the eclipse plugin in svn will move all the dependencies to src/main/webapp/WEB-INF/lib while generating a WTP configuration (with -Dwtpversion=1.0) but this is absolutely a non-optimal solution.
