if you've setup this repository within a profile in your settings.xml,
is that profile in the list of <activeProfiles/> in that settings.xml
config? I'm not sure whether this profile will ever be applied if there
isn't a project to apply it to...
Can you verify that you have activated that profile, and that it still
doesn't work? If so, I'd advise you to log it as an error in:

I know that this archetype lives in my other repo and this works if I
manually install the artifact from source....
