I think a good general solution would be to allow you to feed overriding resources to the site plugin, and to document the properties used to internationalise the various pieces of text so that you can customise the site via that. WDYT?
My Maven foo is not strong enough to give you meaningful commentary on this. Offhand though it sounds good to me.
Please make a feature request for this feature.
