Try to use the wagon-ftp

             <name>NCC Repository</name>

             <url>ftp://10.49.209.166//pub</url>

             <layout>default</layout>

           </repository>



myConfig-dev is a default active profile



I also have server defined in settings.xml as

   <server>

     <id>ncc-repository</id>

     <username>anonymous</username>

     <password>anonymous</password>

   </server>
