Use eclipse:eclipse to set up your project files with the correct path to the repository for your lib files.
External jars, you should add to your local repository using mvn install:install-file. You should never need to "extract" to a directory the jars your project needs, although if you need to, you can check out the dependencies plugin which will copy dependent jars to your project's target/dependency/ folder.
