It wasn't meant to be a "solution" simply a "suggestion" as a possible next step for debugging your issue... ;-)
javax.servlet.jsp.el was new as of hmmm JSP 2.0, IIRC. So versions before 2.0 will not work. Perhaps try 2.1 (??). Does the freemarker 2.3.6 project (or pom file, if it exists) not specify what specific libraries/dependencies are needed to build the project??
